Having the ability to power cycle outlets on a remote switched PDU is a nice feature, but it is really only useful if you can get the device connected to those outlets to restart.
When powering up an ATX motherboard server the BIOS may require settings to turn on the server when power in restored.
Restart the server and enter into the BIOS. Located in the power section will be the possibility to configure this option. The naming varies from manufacturer to manufacturer, (ie: Last state, Wake on).
To test if the BIOS is configured, unplug power from the server when the server is powered on. Reapply power to the server. If the server does not turn on unless you push the power button, then the BIOS needs to be configured.

NOTE: Not all BIOS’s will support wake-on power.
